The join type you are looking for is called an "Outer Join". Not be familiar with Crystal Reports, I would look at the relationship properties and see if you could change it from the default to OUTER....

Go into the report export and check where you have your tables linked, if you double click on the link you should be able to change it to a left join so that you will always get the Parent Table...
